Free Telephones for Hard of Hearing People

The California Telephone Access Program (CTAP) distributes free telephones and other equipment and services to individuals who have difficulty using the telephone. You can download an application form online, or contact a Call Center and request that a form be sent to you.

There are the seven Call Centers in California.

These Call Centers are staffed by Customer Assistants who will assess your needs first hand and train you in using their specialized telephone equipment. Field Advisors will travel to your home and provide assistance with set up and training in the use of the telephone equipment.
